Each padlock has 2 individual keys that only open that padlock. All keys are different. But, there is a master key (different from individual keys) that opens all padlocks. It must be ordered at the same time as the padlocks. You can't order master key padlocks without a master key.

Padlock comes with 2 individual keys.
